Background

Lisa Kelley founded Lisa Kelley, LLC. to give Florida water and wastewater utilities and municipalities access to the same kind of regulatory perspective that comes from more than 25 years on the agency side of the table — applied independently, on behalf of the clients she works with.

Her experience includes service with the Florida Department of Environmental Protection (FDEP), where she worked as a wastewater compliance inspector and potable water inspector, coordinated the Lead and Copper program, and later helped develop FDEP's Compliance Assurance Program as part of statewide initiatives. As Assistant District Director, she oversaw compliance and enforcement, coordinated permitting efforts, and served as an agency spokesperson.

She went on to serve as Assistant Executive Director of the St. Johns River Water Management District (SJRWMD), where she worked to reduce operational expenses and increase the funding available for cost-share and mission-related restoration projects. In this position she led multiple divisions including Regulatory (ERP/CUP), Real Estate Services, Communications, as well as business operations.

Most recently, Lisa served as a Florida Water Leader with Dewberry, supporting utilities and municipalities statewide with regulatory permitting and compliance, environmental policy, legislation, funding, and natural systems restoration. As of July 2026, she is dedicating herself full-time to Lisa Kelley, LLC. — bringing that full range of FDEP, water management district, and consulting experience directly to her clients.

Lisa holds a B.S. in Environmental Resources Management and Planning from the University of West Florida and a J.D. from Barry University's Dwayne O. Andreas School of Law in Orlando, and is a member of The Florida Bar.

Florida Department of Environmental Protection (FDEP)

Assistant District Director — former wastewater compliance inspector and potable water monitoring professional, Lead and Copper program coordinator, and responsible for CCR implementation. She ultimately led a district's Compliance Assurance Program — overseeing compliance and enforcement activity and coordinated permitting efforts.

St. Johns River Water Management District

Assistant Executive Director — led efforts to reduce operational expenses and grow funding available for cost-share and mission-related restoration projects. Provided leadership to the Regulatory Division, the Offices of Real Estate Services, Communications, as well as various business operational functions.

Dewberry

Florida Water Leader — statewide consulting on regulatory permitting and compliance, environmental policy, legislation, funding, and natural systems restoration for Florida water and wastewater utilities.
